AUSTIN, Texas (KLTV) – Dallas native Trey Carlock was 28 when he died by suicide.

He was one of at least six victims sexually abused at Camp Kanauk in Missouri. Camp official Pete Newman is currently serving multiple sentences.

Trey, however, signed an NDA, or non-disclosure agreement, which silenced him and made him feel like he betrayed himself.

“So you accept the payout, but it feels like a bribe,” said Trey’s sister Elizabeth during a House hearing. “My brother referred to his as blood money.”

Now, both houses of the Texas legislature have unanimously passed

a law, SB 835,

in his name.

The legislature would make it so NDAs cannot prevent a victim from reporting the facts to “any other person.”

The law makes provisions for crimes against children and adults, including human trafficking.

If signed by Governor Abbott, the law would apply to NDA’s already in existence. Those already in effect could be enforced if a declaratory judgment is made.
